    Zhao, Party chief of Hebei province and former governor of Guizhou province, apologized for the examinations of civil servants in June 2011 on the internet.

    An internet user published an open letter to Guizhou governor in June 2011 to criticize the nontransparent and inefficient procedures in the examinations of civil servants in Guizhou province.

    Just several days later, an apology letter with Zhao's signature was published on the internet. Zhao said in the letter that thanks for internet users' attention and supervision over the government work.
