BEIJING, May 20 -- The Chinese education authority has demanded more resources for schools in poor areas in a circular on improving basic education issued on Wednesday.

The Ministry of Education (MOE) said funds allocated by the central government to improve primary and junior high schools -- those offering basic education in underdeveloped regions -- must be delivered. In particular, the funds should not go to well-resourced schools to create "luxury schools."

The MOE required localities ranking low in terms of basic education to focus attention on the weakest schools.

Moreover, all provincial governments should design their own minimum standards regarding school facilities, including buildings, playgrounds and teaching equipment.

All primary and junior high schools must reach a minimum level. The MOE will inspect the schools twice a year.
