As to the procuratorate system, the Supreme People's Procuratorate is considered to have the highest level of transparency in the blue paper, followed by the Shanghai, Liaoning and Inner Mongolia procuratorates.

But nine procuratorates in Harbin, Baotou and so on are said to have zero transparency in handling cases.

However, the blue paper found that websites of most procuratorates in China do not provide enough and up-to-date information on their pages.

    Suggestions

Though great achievements on fighting corruption were seen last year, authorities should publicize the amounts and follow-ups conducted regarding such cases.

The blue paper also suggests returning money to the taxpayers by putting the funds recovered from corrupt officials into the welfare system.

Meanwhile, it warns of increasing numbers of internet crimes and juvenile crimes.

Juvenile crimes are found to be committed by teenagers at lower ages than before.
