Anticipatory targets are not predicted figures; they are development objectives that the country hopes to achieve and are a reflection of its policy orientation to guide the activities of market players. The actual performance of these targets may be higher or lower than projected figures. Obligatory targets represent the government’s promises to the people, and must be achieved.

3. The figures marked with # are the estimated figures for 2014; the final actual figures of these targets for the year are still pending verification and revision by their relevant departments.
