The National Security Law for Hong Kong has been effective in restoring law and order, and Hong Kong has reverted to a safe rational, inclusive and vibrant society, said Teresa Cheng, secretary for justice of the Hong Kong Special Administrative Region government, during a speech at the 46th session of the UN Human Rights Council.
